5.3.2 Existing Issues

1.Shortage of Employees in the Wind Energy Industry

In China, there were around 500,000 employees in the wind energy industry in 2015. According to the 13th Five-Year Plan for Wind Energy Development in China, in order to realize the commitment that non-fossil energy will account for 15% of primary energy consumption in China by 2020, the wind power in China must reach at least 200 GW of grid-synchronized installed capacity and strive to reach 250 GW; that is, from 2016 to 2020, the annual increase in installed capacity will maintain about 25 GW. According to the statistics of Germany on the demand of wind power workers, 37 employees are required for each ten thousand KW installed capacity. If it is calculated on such basis, in order to accomplish the wind power installed capacity target in the “13th Five-Year” Plan period, 65,000 workers need to be added for wind energy in China each year. Therefore, on the basis of 5000 employees trained in China per year, in the 13th Five-Year Plan period, there will be a serious shortage of workers for the wind power industry.
